ADOPTION OF NEW BUILDING, GAS, PLUMBING AND ELECTRICAL CODES:
On February 03, 2020 Jefferson County adopted with modifications, the 2018 Editions of the Plumbing, Fuel Gas, and Building International Code Council (ICC) and the 2017 National Electric Code (NEC). Any application for a building, electric, plumbing, or gas permit submitted on this date shall have design and work that meets the minimum standards set forth in these codes, or as adopted by Jefferson County Ordinances (Ordinance 1842, 1843, 1844, and 1845).
Copies of these specific ICC codes may be found online at the ICC website, or by purchasing hard copies of the publications from ICC online bookstore. Jefferson County makes no warranty of products sold by the ICC.

With the adoption of the new codes (Ordinance 1842, 1843, 1844, and 1845) Fees will be calculated for all trade and building permits as follow:

  • For a valuation up to and including $5,000, the fee shall be $50.00.
  • For a valuation over $5,000, the fee shall be $9 per thousand or fraction thereof.
  • Incomplete or failed inspections: $55.00 each
  • After Hours inspections fee:
    • Up to 4 hours: $300.00
    • Each additional hour: $75.00
There are no fees for individual items, such as sinks, fans, etc. Fees are based on job valuation cost. You will need a copy of the job contract, a quote or other documentation of the value of the work you will be doing on the permit in order to apply. To pull an Electrical Permit for 110 volts or above, the following is required:
  • Current State of Alabama Master Electrician Card
  • Current Jefferson County Business license
  • Current Driverís License
To pull a Low Voltage permit for normal items, the following is required:
  • Current Jefferson County Business license
  • Current Driverís License
To pull a Fire Alarm Permit, the following is required:
  • Current State Certification
  • Current Jefferson County Business license
  • Current Driverís License

Jefferson County will no longer issue County Cards for Electrical Master, Electrical Journeyman, and Electrical Apprentice to work in unincorporated County. A copy of the current State of Alabama Master Electrician License will be required to represent a company as the Master for the Company.


Building Permits

Jefferson County Development Services Department is responsible for issuing building permits. Separate permits are required for:

  • Building
  • Plumbing
  • Gas
  • Electrical Work
  • Moving a Structure
  • Miscellaneous Construction
  • Demolition
  • Low Voltage

All COs are signed and ready for pick up only at 8:30 am and 4:15 pm (M-F). Please call ahead of time to confirm your CO is ready to be picked up.

Building Permits Checklists

Fees
Fees will be calculated for all Building and Trade and permits according to the guidelines below:

  • For a valuation up to and including $5,000, the fee shall be $50.00. (Beginning February 2020)
  • For a valuation over $5,000, the fee shall be $9 per thousand or fraction thereof. (Beginning February 2020)
  • Moving a structure - $100.00
  • Demolish a building or structure - $9.00 per thousand/Minimum fee: $100.00
  • Erect a Group A tent - $50.00
  • Erect a sign Ė For a valuation of $5000.00 or less - $50.00 Fee. For valuations over $5000.00 - $9.00 per thousand or fraction thereof the total valuation

Building Inspections

The Jefferson County Development Services Department inspects all construction or work for which a permit is required at various intervals.
Development Services Department does not inspect existing properties for code violations.

Fees: (Beginning February 3, 2020)

  • Incomplete or failed inspections: $55.00 each
  • After Hours inspections fee:
    • Up to 4 hours: $300.00
    • Each additional hour: $75.00

Building Plans Examination

Commercial and residential construction plans are reviewed to ensure that the design meets all applicable codes. Plan review greatly reduces the number of construction mistakes that occur during the construction process. Many dollars can be saved if problems are caught at the review stage and not during the actual construction.
