JEFFERSON COUNTY DEPARTMENT OF COMMUNITY SERVICES
Notice of Substantial Amendment Statement of Community Development Objectives and Projected Use of Funds and 30-Day Comment Period Program Years 2021-2025
Jefferson County, Alabama, and a consortium of municipalities located within the County (excluding Birmingham, Bessemer, Helena, Sumiton, and Hoover), received from the U.S. Department of Housing and Urban Development (HUD) annual grant funding that includes the Community Development Block Grant Program (CDBG) for the 2021-2025 Program Years and the 2020 Five-Year Consolidated Plan and the 2025 Five-Year Consolidated Plan years.
Pursuant to the requirements of the Housing and Community Development Act of 1974, as amended, and the Jefferson County Citizen Participation Plan, Jefferson County is proposing a Substantial Amendment to the use of its CDBG funds for the Program Years 2021-2025 and noticing a 30-day public comment period and public hearing. The CDBG Substantial Amendment has been developed to give maximum feasible priority to activities which will principally benefit low- and moderate-income persons and families. In addition, the projected use of funds is consistent with Jefferson County’s goal of:
a) Stabilizing low- and moderate-income neighborhoods located in consortium cities and unincorporated Jefferson County.
b) Providing safe and affordable housing.
c) Eliminating imminent threats to public safety.
The purpose of this Amendment is to rename activities, reconcile accounts, reduce activities, increase activities, add activities, and delete activities in these Program Years. The following are the activities to be adjusted by Program Year (PY):
· PY 2021. Reduce funding for the Graysville Youth Center Project from $274,636.25 to $251,663.73 (decrease of $22,972.52) due to project completion.
· PY 2022. Reduce funding for the Jefferson County Housing Authority Park Improvement project from $304,279 to $193,594.19(decrease of $110,684.81) due to project completion.
· PY 2023. Cancel $33,687.18 in funding for the Brighton Sewer Line Repair/Replacement project due to project cancellation.
· PY 2024. Cancel $127,696 in funding for the Fairfield Demolition project due to project cancellation.
· PY 2024. Cancel $255,393 in funding for the Mulga-Lincolnville Park project due to project cancellation.
Approximately $550,433.51 in funding will be re-allocated to the following projects:
· PY 2024. Increase funding for the Center Point Hillcrest Manor Renovation project from $177,696 to $286,696, an increase of$109,000.
· PY 2025. Increase funding for the City of Lipscomb Street Improvements from $300,000 to $359,5000, an increase of$59,500.
· PY 2025. Increase funding for City of Brighton Street Improvements from $300,000 to $359,500, an increase of $59,500.
· PY 2025. Increase funding for the Trussville Senior Center Renovations from $150,000 to $200,000, an increase of $50,000.
· PY 2025. Increase funding for the Warrior Senior Center Renovations from $150,000 to $200,000, an increase of $50,000.
· PY 2025. Increase funding to the County-wide Housing Rehabilitation and Emergency Housing program from $400,000 to$622,433.51, an increase of $222,433.51.

This is a summary of the proposed amendments for Community Development Programs. Copies of the amendment will be provided to the 34 participating consortium cities.
Jefferson County is providing notice of a30-day public comment period for public comment, starting on May 11, 2026,and concluding at 5 p.m. on June 11, 2026. Comments must be submitted prior to 5 p.m. on June 11,2026. Written comments must be submitted to the following:
